Singapore-based offshore marine services provider Kim Heng has partnered with newly formed government-linked firm Singapore Energy Interconnections (SGEI) in a strategic tie-up to enable regional submarine power infrastructure. The firms entered into a non-binding Memorandum of Understanding (MoU) to operate, maintain, and repair ASEAN regional submarine power cable systems in partnership, under a regulatory filing on Monday.

The deal supports Singapore’s goal to import 6 GW of low-carbon power by 2035
SGEI, established in April 2025, has been mandated by the Singapore government to spearhead the nation's cross-border electricity interconnection to enable the importation of power from neighboring nations.
The MoU between Kim Heng and SGEI will mature on June 1, 2028, unless previously replaced by final agreements or by mutual termination.

This development follows SGEI’s May 30 partnership with Singa Renewables, a joint venture between TotalEnergies and Singapore’s RGE Group, to develop a subsea power link for low-carbon electricity imports from Indonesia to Singapore.
These initiatives align with Singapore’s ambition to import up to 6 gigawatts of low-carbon electricity by 2035 and further the broader vision of building an integrated ASEAN Power Grid to enhance regional energy security and sustainability.
